Weapons that brought USSR down now aimed against USA

It is spoken about the human rights weapon. To publicly criticize every offense against these to destabilize a system.

Would it not be a chance against the west to make public electronic weapons, Mind Control weapons, to discuss them in the public, how it should be. Then put them under control not only by law (how it is in Russia) but also to provide the public with knowledge to recognize their use, with knowledge how to protect against them and provide law enforcement with the equipment and specialists necessary to find people who commit crimes with such weapons.
To do this will give you a lot of credibility and brings the west at least considerably down in public recognition.
I am quite sure that this outweighs the advantages of possibly also abusing such weapons by far.

My thoughts to the Myanmar cyclone are. Maybe there was American influence at place. They have a long history of weather manipulation. This disaster maybe used to destabilize the regime in Rangoon. and establish one which is more desirable by the west.
To avoid this I think it would be useful to let foreign help in and not to risk that it enters violently. To choose from which country it can come could put the generals in Rangoon a it more at ease.(Cuba, Venezuela, North Korea, Russia... are countries which probably do not share this interest of overthrowing the government.) Help from there would be more unproblematic.
