The Iraqi Prime minister wants to stop other countries to support extremists in Iraq. Why doesn't he speak about the aggressor itself, how many people the US army killed. The terrorists in Iraq are the US troops.
I recommend the Iran to go for sanctions against the US because of its illegal invasion in Irak. The UN had imposed sanctions on Irak for some reason some years ago which finally may have helped the US ambitions there. The invasion in Irak was also according the UN against the law, so the US should be punished.
It cannot be that only smaller states suffer from sanctions and that this instrument seems to be used to the advantage of the big against the small.
Sanctions against the US must be high enough to achieve the aim to make its troops leave Irak.
That means it should be in the range of hundreds of billion or even in the range of a trillion dollar or more.
It could be achieved for instance by tax on US products worldwide. This tax in return could be used to build up an international army which should be able to keep the strong from going anywhere against the law in future. By this the chance that smaller countries can develop in a way the US or Europe disagree with increases. Further the smaller ones can use their resources probably more independently.
