There should be another military alliance to defend the freedom of its members to do its own politics also such which is considerably different than in the west.
Russia could head such an alliance. For this the academy in the article mentioned is needed.
A new alliance must be advertised.
Russia could make the following offer to Obama. No we do not open new military bases in foreign countries, if you start to reduce considerably yours. If not we will start.
