In Malaysia there were talks about an independent control force of the police. I think right, it must be completely independent and no politican or political institution must have access to it.
Further it must have its own independant police force to protect it. Human rights lawyer need also independent police protection.
Any interference to its task will cut down on its ability to go after crimes committed by the government its institutions or politicans.
The biggest crimes are done by governments. Or comes any criminal organisation close to murdering 6 millions jews by the Hitler regime?
Do not fall to any constructions which look good but allow interference.

Killings of human rights lawyers happened in Russia, in Thailand.
I know that lawyers in Germany are intimidated. One refused to support my idea of going against Psychiatry because this institution goes against human rights. He admitted that he knows he would get under hidden harassment if he tried to do so. So ongoing human rights violations are protected in Germany. (The Germans will not allow to be taken away the fun of mistreating the people labeled mental sick.)
I know little about the ACLU in America but my impression is it is loyal to the government and not that determined to defend human rights.
I saw a video of Mind control victims in the US speaking out. A lawyer speaking in this video supporting them made the impression of being intimidated.
